9 On [Date], the State Council's Work Safety Committee Office and the Ministry of Emergency Management held a video conference on safety prevention work during the Mid-Autumn Festival and National Day holidays. Huang Ming, Vice-Director of the State Council's Work Safety Committee and Minister of Emergency Management, attended the meeting and delivered a speech, emphasizing the need to thoroughly study and implement General Secretary Xi Jinping's important expositions on safety production and disaster prevention and mitigation, and in accordance with the decisions and deployments of the Party Central Committee and the State Council, from the height of embracing the "two overall situations," upholding the "two supremes," and coordinating the "two major events," to deeply understand the extreme importance of preventing and resolving major safety risks, and to make every effort to ensure the security of the 14th National Games and the safety prevention work during the Mid-Autumn Festival and National Day holidays, resolutely curb major and serious accidents, and effectively maintain people's lives, property safety and social stability.
The meeting pointed out that since the beginning of this year, the overall situation of safety production nationwide has been stable, with the number of accidents and deaths continuing to show a "double decline," but the rebound of accidents is obvious, with the number of major accidents and deaths both "double increasing" year-on-year, especially in industries such as mines, road traffic, gas, and tunnel construction, where major accidents are concentrated, making the safety situation severe and complex. Affected by the strong "compensatory" and "prepaid" travel intentions of the masses, the peak season of production and operation of mines, chemical industry, construction, and fishing vessels, and the delayed flood season, the risks and challenges during this year's Mid-Autumn Festival and National Day holidays are greater and the situation is more severe and complex. We must raise our position, be brave in taking responsibility, take protecting people's lives as the most realistic "national priority," meet the challenges head-on, strive to make progress, and with practical actions and results in preventing and curbing accidents and protecting people's lives and property, achieve "two safeguards".
The meeting stressed the need for precise investigation and strict risk control. We must identify problems, closely combine the characteristics of the Mid-Autumn Festival and National Day, thoroughly investigate safety risks in our respective regions and industries, thoroughly investigate and clarify fundamental risks, market fluctuation risks, seasonal risks, holiday risks, and special risks, implement key supervision and control of forces, and effectively ensure that the responsibility measures for preventing major risks are tightened, implemented, and put in place. We must learn from lessons; no matter where an accident occurs, similar enterprises must immediately conduct comparative checks and self-analysis, learn from the lessons and conduct investigations and rectifications, and truly use the lessons of accidents as valuable wealth and effective ways to improve ourselves, and resolutely prevent repeated mistakes. We must focus on solving problems, comprehensively using enterprise risk reporting, video monitoring, on-site supervision, public and internal employee reporting, and other measures to promptly grasp the dynamics of key enterprises such as closed mines, suspended mines, and oil and gas reserves, and prevent leakage and loss of control. We must use the strong measures of the newly revised Safety Production Law and the Criminal Law Amendment (XI) to urge enterprises to assume the responsibility of the first person in charge, implement the risk classification control and hidden danger investigation and governance mechanism, and promptly rectify and eliminate hidden dangers. Central enterprises should take the lead and set an example in safety production.
The meeting required that we must highlight key areas and resolutely curb major and serious accidents. Measures such as increasing the frequency of rural passenger transport services and providing appointment services should be adopted to ensure that the masses have "transportation," focusing on key vehicles such as "two passengers and one dangerous goods" vehicles, especially temporary carpooling and chartering organized online, strengthening traffic safety guidance and management, and resolutely reversing the current passive situation. We must strengthen safety inspections of scenic spots and other places with high concentrations of people, strengthen safety control of undeveloped scenic spots such as wild beaches and black spots, and emerging recreational projects such as sea "flying fish." We must continuously conduct rolling inspections of high-rise buildings, large complexes, hotels, and other places with high concentrations of people, and strictly prevent fires and mass casualties. We must strengthen safety control of high-risk engineering construction such as tunnels and subways, solidly advance the special rectification of subcontracting, illegal subcontracting, and affiliation, urge gas companies to strengthen safety inspections and education for residential gas use, and accelerate the renovation and upgrading of old gas pipelines. We must arrange special personnel to closely monitor high-risk mines, increase the intensity of open and secret inspections and surprise checks. We must deepen the special rectification of oil tank areas and "small chemical plants," and carry out solid safety risk assessments of large oil and gas storage bases. In view of the frequent occurrence of confined space accidents in the industrial and commercial sector, we must strictly enforce the safety regulations for front-line team operations and use methods such as posting charts to strengthen safety education and warnings for on-site employees. We must continue to strengthen supervision in the fields of water transportation, fishing vessels, special equipment, explosives, railways, civil aviation, and other industries, and weave a tight safety responsibility network.
The meeting stressed the need to combine points and surfaces and carefully carry out the security work for the 14th National Games. We must repeatedly check key venues such as the opening and closing ceremonies and competition venues, and implement key personnel deployment in key areas. Xi'an's prevention and control must be strictly implemented, focusing on the areas around the venues, and thoroughly investigating key safety risks and hidden dangers such as fire and hazardous chemicals. We must raise the level of social security defense in Shaanxi and six other provinces hosting the games, and promptly identify and eliminate major hidden dangers. The Shaanxi Provincial Fire Rescue Detachment must scientifically allocate rescue forces, prepare for the advance deployment of forces in key areas and cross-regional rescue, and deal with any dangerous situations promptly, decisively, forcefully, and effectively.
The meeting required that we must not relax and effectively respond to disasters. We must continue to focus on flood prevention and disaster relief, closely monitor rainfall, water levels, flood conditions, and extreme weather disasters, improve the mechanism for issuing early warning information and inter-departmental coordinated response, adhere to the principle of "putting life first and prioritizing risk avoidance," and public facilities and production and operation units should suspend operations, suspend work, and evacuate personnel as appropriate. We must do a good job in disaster relief and assistance, and areas with severe disasters should comprehensively review the progress of disaster relief, accurately meet the needs of disaster areas, promptly allocate disaster relief materials and funds, reverse the schedule for post-disaster reconstruction, and ensure the basic livelihood and warm winter for disaster-stricken people. We must strengthen forest and grassland fire prevention and control work, focusing on the fact that the "autumn prevention" period is gradually entering from north to south and the number of people entering mountains and forests during the Mid-Autumn Festival and National Day holidays is increasing, strengthen warning publicity, set up checkpoints for law enforcement inspections, and station personnel in key fire-prone forest areas, and deal with any fires early, small, and quickly. We must always be prepared to fight major earthquakes, rescue major risks, and rescue major disasters, strengthen emergency duty during the holidays, and promptly and effectively respond to various emergencies.
Members of the Party Committee of the Ministry of Emergency Management attended the meeting. Liaison officers from relevant member units of the State Council's Work Safety Committee, relevant departments of the Ministry, and major responsible comrades of relevant central enterprises participated in the meeting at the main venue. The National Mine Safety Administration, the China Earthquake Administration, the Ministry's Fire Rescue Bureau, the Forest Fire Bureau, the Ministry's affiliated institutions, the provincial-level Work Safety Committees and relevant member units, the provincial-level coal mine safety administration bureaus, earthquake bureaus, fire rescue detachments, and forest fire detachments, and relevant responsible comrades participated in the meeting at the branch venues.
