China will establish a one-hour aviation emergency rescue response mechanism for key disaster zones.

2025-03-06

China will establish a one-hour aviation emergency rescue response mechanism for key disaster zones.

China will achieve aviation rescue coverage of 50% of the country's densely populated areas and key disaster zones, with a 30-minute response time in core urban areas and a one-hour response time in key disaster zones.

On the same day, the Aviation Emergency Rescue Branch of the China Disaster Prevention Association was established in Beijing. Yan Peng, honorary president of the branch, stated that natural disasters frequently occur in China. Aviation emergency rescue, with its advantages of rapid response, omnidirectional mobility, and three-dimensional rescue, can effectively cope with complex situations involving multiple disasters, building an 'air lifeline' for affected and trapped people and minimizing casualties and losses.

Yan Peng introduced that after years of efforts, China has made some achievements in the construction of aviation emergency rescue, but there is still a gap compared with international standards. For example, countries such as the United States, Germany, and Japan have all established complete aviation emergency rescue systems. China Disaster Prevention Association President Zheng Guoguang told reporters that aviation emergency rescue is an important part of China's emergency rescue system. The Aviation Emergency Rescue Branch should establish a development concept of 'proactive prevention, technological empowerment, social governance, and international cooperation', and organize various forces to actively participate in various emergency rescue operations.

In an interview with reporters, Chinese Academy of Engineering academician Liu Daxing suggested that the construction and development of a modernized aviation emergency rescue system should be promoted in stages and steps. From 2025 to 2030, the goal is to achieve aviation rescue coverage of 50% of the country's densely populated areas and key disaster zones, with a 30-minute response time in core urban areas and a one-hour response time in key disaster zones.

The China Disaster Prevention Association is the only national-level comprehensive association in the field of disaster prevention, mitigation, and relief in China. The Aviation Emergency Rescue Branch is a newly approved branch of the China Disaster Prevention Association.
