Normalized epidemic prevention and control is a difficult, arduous, and long-term task. All regions, departments, and sectors must be fully prepared ideologically and practically. Recently, during an inspection tour in Hainan, General Secretary Xi Jinping emphasized the need to "improve various emergency plans, strictly implement normalized prevention and control measures, and minimize the impact of the epidemic on economic and social development." This has significant guiding significance for us to effectively carry out normalized epidemic prevention and control work and better coordinate epidemic prevention and control with economic and social development.

Currently, epidemic prevention and control faces a severe situation characterized by complexity, arduousness, and recurrence. From the perspective of viral characteristics, the Omicron variant is characterized by rapid transmission, a high proportion of asymptomatic infections and mild cases, and a greater likelihood of widespread transmission. Without timely and strict prevention and control, the risk of infection among susceptible populations will inevitably increase, ultimately leading to a large-scale rebound. More than two years of practice have proven that the overall strategy and general approach of normalized epidemic prevention and control are correct and effective. Although the Omicron variant has extremely strong transmissibility, as long as early detection, early control, and early treatment are implemented, transmission routes are cut off, and susceptible populations are protected, the epidemic can still be controlled effectively and promptly. This requires us to adhere to the overall strategy of "preventing import from outside and rebound within" and the general approach of "dynamic zeroing" without wavering or relaxation, to earnestly and meticulously carry out various aspects of normalized epidemic prevention and control work with a sense of urgency, and to use earlier, faster, stricter, and more solid prevention and control measures to block the spread of the epidemic, effectively guaranteeing the health and safety of the people and economic and social development.

In the face of repeated shocks from the epidemic, some people believe that the symptoms of the Omicron variant are mild, leading to complacency and relaxation of requirements for normalized epidemic prevention and control and emergency response. It must be deeply understood that if only "treatment" is considered without "prevention," China's medical system will face the danger of collapse. We must adhere to the organic combination of normalized precise prevention and control and local emergency response. While carrying out normalized epidemic prevention and control work, we must be prepared for and effectively handle possible local outbreaks, anticipating more difficulties and considering problems more seriously. It is better to be prepared and not use it than to fight an unprepared battle. We must strictly control ports and border areas, adhere to the simultaneous prevention of people, objects, and the environment, emphasize closed-loop management of personnel, consolidate prevention and control responsibilities, strengthen prevention and control forces, improve the normalized prevention and control mechanism, make up for shortcomings and weaknesses, and build a solid defense line against external input. We must strengthen normalized prevention and control in key areas, urge schools, nursing homes, and densely populated places and units such as airports and train stations to assume their responsibilities, strengthen daily monitoring and prevention and control requirements, and implement prevention and control measures and emergency plans. We must expand the coverage of monitoring of key populations, strengthen health monitoring of service personnel in pharmacies, clinics, educational institutions, and farmers' markets, play the role of "sentinel" by medical institutions, improve multi-channel monitoring and early warning mechanisms, promote the "antigen screening, nucleic acid diagnosis" monitoring model, and comprehensively improve the ability of epidemic monitoring, early warning, and emergency response. We must coordinate the allocation and use of regional nucleic acid testing forces, prepare sufficient isolation points and establish a reserve list and phased activation mechanism, prepare plans and preparations for the construction of Fangcang hospitals, and improve emergency response capabilities. We must strictly implement normalized prevention and control measures such as scanning health codes, temperature checks, wearing masks, and maintaining social distancing, and continue to orderly promote the strengthening of vaccination among the elderly to build a solid line of defense against group prevention and control.

Doing a good job in epidemic prevention and control is directly related to the stability of the overall economic and social situation. Maintaining stable economic operation and social harmony and stability can provide solid support for adhering to normalized epidemic prevention and control. It must be deeply understood that normalized epidemic prevention and control is not an isolated policy, but a complex operating system. We must continue to do a good job in the "six stability" and "six guarantees" work, continuously improve people's livelihood, focus on stabilizing the macroeconomic situation, keep the economic operation within a reasonable range, and maintain social stability. We must make every effort to ensure the smooth transportation of freight logistics, especially medical and epidemic prevention materials, daily necessities, government reserve materials, postal and express delivery, and other daily necessities, as well as important production materials such as agriculture, energy, and raw materials, and effectively maintain the normal production and life order of the people. The more severe the epidemic situation, the more we must maintain strategic determination, focusing on both fighting the epidemic and promoting development. By coordinating epidemic prevention and control with economic and social development and adopting more effective measures, we will strive to achieve the greatest prevention and control effect with the least cost, and we will surely minimize the impact of the epidemic on economic and social development.

Practice has proven that we have the foundation, conditions, and ability to achieve "dynamic zeroing." Currently, this is the most critical period of epidemic prevention and control, and it is particularly necessary to be confident, meet the challenges head-on, and strictly implement various measures for normalized epidemic prevention and control. We must not let the hard-won achievements in epidemic prevention and control be wasted. Let us unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, work together, overcome difficulties, improve the mechanism for normalized epidemic prevention and control and emergency response to sudden outbreaks, curb the spread of the epidemic as soon as possible, resolutely win the battle of normalized epidemic prevention and control, and achieve a double victory in epidemic prevention and control and economic and social development.
