According to Xinhua News Agency, on July 21, reporters learned from the Henan Provincial Committee of the CPC that Zhengzhou has recently experienced an unprecedented period of continuous heavy rainfall, with heavy to extremely heavy rain across the city, leading to floods. So far, the floods have caused 12 deaths in Zhengzhou urban area, and about 100,000 people have been relocated for safety.

The Guojiacu Reservoir collapsed in the early morning, and the people downstream have been evacuated.

According to Xinhua News Agency, the water level of Guojiacu Reservoir in Zhengzhou's Erqi District rose rapidly, and the dam collapsed at 1:30 AM on July 21. The local authorities had evacuated the people downstream of the reservoir in advance. According to the relevant provisions of the National Emergency Plan for Flood Control and Drought Relief, the National Flood Control and Drought Relief Headquarters decided to raise the flood control emergency response from Level III to Level II at 3:00 AM on July 21.

The secretary-general of the National Flood Control and Drought Relief Headquarters led a team to the scene.

After receiving the report, the main responsible comrades and the responsible leaders of the Ministry of Emergency Management immediately went to the command center and held a video conference with the main responsible comrades of the Henan Provincial Government to understand the situation and demanded that people in dangerous areas be evacuated in a timely manner to ensure the safety of the people's lives. The Ministry of Emergency Management sent a working group led by Zhou Xuewen, secretary-general of the National Flood Control and Drought Relief Headquarters and vice minister of the Ministry of Emergency Management and vice minister of the Ministry of Water Resources, to guide the local area in carrying out flood prevention, disaster relief, and rescue work.

Rainfall exceeded the historical record.

It is understood that from 6 PM on July 18 to 0 AM on July 21, Zhengzhou experienced heavy to extremely heavy rain across the city, with an average accumulated rainfall of 449 mm. The accumulated rainfall at 73 stations (about 38%) exceeded 500 mm, with the highest being 875 mm in Baizhai, Xinmi. The daily rainfall in Zhengzhou, Dengfeng, Xinmi, Xingyang, and Gongyi exceeded the historical record, and the rainfall in Zhengzhou from 4 PM to 5 PM on July 20 reached 201.9 mm, exceeding the hourly rainfall record in China.
